There's some merchants up in Rivertown that sell charms from time to time, pay them a visit on a regular basis. Other than that you'll find the better charms on your fallen enemies, depending on your character's level, the higher your level, the better the chance of finding good charms, which, to no surprise, is towards the end of the game.

Spoiler....highlight to read.....

..................
Depending what version of the game you have you can also create them using the quick-save/quick-load bug. Open your inventory and quick-save with the plate open, pull an item from your pack and place it on the ground BUT DO NOT RELEASE THE LEFT MOUSE BUTTON and then quick-load. As long as there wasn't a red "X" showing where you placed the item, you will have one on the floor and the original in your pack. It is also possible to put multiple charms in an item, if you keep clicking the charmable item them multiple charm plates appear and you can get as many as 60 charms into an item. Do Not put more than 5 different types of charm into an item or your game will crash, and also take into account the size of the descriptive heading for the item, putting too many charms into something that causes the height of the plate to be deeper than your screen will also crash your game.

..........

so as long as you have one type of charm you can get by.
