I have been to his house, killed the monster and tried to pick up the note, but I can only read it, not pick it up. What have I done wrong?

Did you try opening your inventory and dragging the note over to the inventory. Many of the items that are part of a quest have to be dragged instead of clicked on.

Fernleyranger's right. I believe you have to drag that one to your inventory, though you don't need to actually give it to officer who needs it. Just speaking to him should do the trick, once you've got the thing.

On a sidenote: does anyone know if it's possible to reenter Elrath's house after you left with the note ? The problem is i forgot to take the two cure potions with me, which will cost me 50.000 XP.

Please tell me there is a way back in.....
