Upping Items

So last night I decided to make an exile for my uber smiter.. I traded for a 4os royal shield, +41 resist non eth. I figured that after I traded for it, I could use the cube recipe Lem Ko P diamond to up it to a vortex shield. Turns out, this formula doesn't work, or does it? Is there something i'm missing, or does the formula only work on unique items?

You can only upgrade unique and rare items. The recipe you used is for upgrading exceptional unique armour to elite.

Ya.. how much more is a vortex exile worth than a royal exile?
