Oblivion IV- Unknown room?

i have completed the main quest and completed all of the guilds but there is one and only one place i found that i cant go....... its inside the mages tower in the imperial city.
in the main lobby as you come in you see 3 dors and a teleporter to a higher room in the tower but the door you look at as you come in (the 2nd or middle door) is locked and you cant pick-it so wtf is going on here?
