Watchers Keep access

I've been doing a play through of BGII and ToB. Its been quite a while since I played these games. I finished SoA and took my party of four into ToB. I thought I could go to Watchers Keep right away when I exited the Abyssal Fortress, but it brought me to Saradush right away with no choice.

Do I have to complete the Saradush area before I can go to Watcher's Keep?

Yes.

That is to say you have to complete the quests inside Saradush.

Ok, thanks.

I put off going to WK until ToB, so I was bit disappointed I couldn't go there right away. It didn't take long to do the required quest in Saradush, so no big deal.
