Post Trouble since adding TOB(NO spoiler)

Hi, guys! Since I added TOB to my system, I've noticed two apparent problems.

First, I can't locate the Umar region, nor am I invited, but I heard that you need Minsc for that to happen. Any ideas?

Second, and more serious, every time I go into a small tomb or cave or such, the monsters that I killed have ALWAYS respawned. It is therefore impossible to reduce the enemy a few at a time, if it requires going through any portal.

Any advice would be welcome, especially if this sounds familiar!

1. You do not need Minsc to get the Umar hills quest. Have you try looking around the Government District - not sure if you count this as a spoiler.

2. This problem have been pointed out before, although I have no idea what is causing it - since I was not able to reproduce it on my system.

The second problem goes away whith the patch I think.
