Dual-weilding always adds one more attack.

| | It adds one additional attack per round. In dual-weilding, the offhand only gets one attack per round, and the main hand gets the rest.
So yes, if you have Belm in your offhand, IIRC your main hand should get the extra attack.
There should've been a fourth profiency spot in dual-weilding, ones that evens out the number of attacks between the two weapons.
Yeah, Flail of Ages rocks, but I wouldn't mind it if Celestial Fury (and later Crom Faeyr) would hit a bit more...sorry, example from my current game.

Belm is a good example, look at the items section here: http://www.gamebanshee.com/baldursgateii/
So if you have 3 attacks, are dual wielding, and holding a Belm, you are bumped up to (+1 from off hand, +1 from Belm). . .5 attacks. This is why fighters so often use Belm/Kundane; just for the extra hit. |

Its not how many attacks a weapon has, its how many your character gets. Check the character info screen under "Attacks per round".
