HLA for Sorcerer

Not having played yet a high lev. sorc., when you get the 10th lev. spells as HLA are them extra spell choice or are them alternatives to the regular 9th lev. spells: for instance at 20th lev. you get 3 9th lev. spells picks and you should have gained the option to choose 3 10th lev. spells, that means that you get both (3 9th and 3 10th) ot only 3 to choose between 9th and 10th lev. spells?

They take up level 9 spell slots, so in your example you will only have three spells combined, and you can't use them in chain contingcies, either

well you can with near infinity...but it was too cheesy for me...

Who is right?

And when you get the option to choose extra 6th and 7th spells, do you get and pick or just be able to cast more times the spells of that lev?
