Where is the Fletcher in Waukeens prominade?

I've been told there is a fletcher in Waukeens prominade who sells arrows of dispelling. Playing game over, because like sabre and a couple of others, this install has the balderdash fixes installed before installing tob.

The Armorer/Fletcher should be on your map screen. It's right above Enge's Shop (which is right above the Adventurer's Mart).
