This is my install. The scroll is located on the 1st floor of Deirex's Tower.

I don't use the lst two mods, so either it's one of those that put it there, or it was random loot. Monsters certainly can, and do, carry random loot by the way, not sure about containers, but I think some do.

I can confirm that there is a scroll of Remove Magic in one of the cabinets inside Deirex's house. It's on the eastern side of the eastern room. This applies to a fresh installation of TOB with the official patch (no mods). If you can't find it, then you're either looking in the wrong place, or maybe you're using a mod that removes the, er, magic.

Curiouser, and curiouser, I definitely checked every container in the tower, and there was no remove magic scroll. It's unlikely that any mod I'm using would change anything in that tower, which leaves me very puzzled.

Maybe Saros was on the right track when he said it was specifically for Haer D, as the party that I used didn't have an Arcane casters in it, maybe that has an effect on what you find!? Seems unlikely I must admit.
