Question Question about the spell "Luck"

Are the "Luck" spell effects cumulatives? (+5% To Everything (Thievery, Saving Throws, etc.))

Read the description, it says to anything that your character must roll on, which means saving throws, to hit rolls, health rolls(?), and more...
