I think there are 6 pieces to put mr Stromhs mask, so you just need to find one more djinn to kill. You will not find the key to release the kid until you have spoken to Firkraag.

When you speak to Firkraag, if you haven't done that already, there will be a mage in the room too. This mage will run upstairs, back to the room where the kid is. When you kill the mage, he will drop the key to the jail! Hope this helps!
