Mods are "modifications" to the game. Essentially they are player made created content. In some cases they are an "NPC" complete with added dialogues and, in the case of the truly great ones, voice overs. In other cases, they are fix patches, that fix graphical glitches and inconsistencies in the game. And, in some cases, they add entire new quests and items to the game. All of these are a mixed bag. Meaning, some mods are extremely balanced, others will only appeal to certain senses of humor or power gamers. Others provide insane challenge to the game, that not everyone is agreeable to.

The best place to download mods is Pocket Planet Group. They've got a fairly comprehensive list of mods, most of which are in the WeiDu format which basically installs the program in a very user friendly way (essentially, its just an exe file). Check the stickied thread on this (GB) forum for some recommendations as to the best mods. Generally, you can figure out which ones you'll like simply be reading around. Personally, I've found that there are a tremendous number of quality mods which enhance the replayability of BGs.

As far as designing mods, there are a couple threads and boards in the Pocket Plane Group devoted to instructing people how to do that. Quite frankly, it requires a little bit of time, and learning.
