Did anybody accept Lord Jierdan Firkraag offer to join him against Garren?

Not yet, but I'm planning to do so.
When does he make that offer, and do you need to meet any special conditions for it?

During the conversation with him (Red Dragon in Windspear Hills) you will be able to make that choice. What I am interesting in is will I be able to kill him anyway?

Well. I suppose you'll always be able to kill him since he doesn't leave his pit.
Finish the job with Garren, go to Firkraag and kill him.

If you do Firkraags job you only get a shield cloak, if you kill him you get a kick-a$$ sword, a kick-a$$ armor AND the cloak...

Haven't met in game, nevertheless i know http://www.gamebanshee.com/ubb/wink.gif there is note (sort a letter, though in book class) to you as Firekraag challenge:
"<CHARNAME>, I give you the oportunity to earn back your honor, and more. This game is interesting, but it drags on and on. Come, let us meet and decide who is better 'person.' In the Northeast is our battleground. You will know it to see it. Yes, I think you will know."
I do not know conditions to let this paper appear, though. Without doubt you've visited Windspear and haven't fought Firekraag.
Of course, it might be left from an unrealized plot as well.

You get the note if you are outside of Garren's home when you kill all the abductors of Garren's child. I presume this means you will get the note if you do not follow Garren to his home - a messenger will deliver it.
