Lord Firkraag

Does anyone know if there is a trigger quest or an NPC you have to see to initiate the Dialog with Lord Firkraag so he sends you off to the Windspear Hills?

I recently started over because I had missed a lot of the content the first time around. The first time I found Lord Firkraag without even trying. I just sorta stumbled across him like he was looking for me. Now that I have started over I have done nearly every single quest in and around Aktahla that I can possibly do and I have yet to see Firkraag. So of course I can't get to the Windspear Hills yet. Very frustrating because there are quite a few items that I would like to get out of his lair again.

The quest i triggered in the copper coronet in the slums district. Lord Jierdan is located near the bar. He will mark windspear hills on your map, and initiate the quest.

If you want to, you can get there without initiating the quest simply by walking to the area you can closest to Windspear (usually Trademeet) and exiting the side towards it.
