Eyelesss Cult

I seem to be stuck with the Eyless cult quest. I am playing an evil priest and the priest that should give me the quest doesn't want to speak witgh me, the priest of Talos doe not respond either.not have anything to say.
Any ideas how to get into that quest? I need to go there for the Kangaxx the Lich quest or are there any other routes toward the tomb in the Old tunnels?

If you hang around the corner near the Cult of Lathander building you should here some Eyeless Cult guy spouting off. You get approached for the quest soon after.

Failing that, try wandering into the sewers. I am not sure if you can get into the Eyeless area without having the quest or not.
