Edwin leveled up and no new spells!

While playing a couple of nights ago Edwin leveled up from 9 to 10 and he did not get any new spells. I thought this was odd so I went back to a previously saved game and tried it again. Still no new spells. Looking at the game manual he already has way more spells than he should for his level (if I am reading it right). I just played on and Edwin received additional spells at levels 11 and 12. So it appears that it was only a problem at level 10.
Anyone have any idea what happened?

You actually already gave the answer: he already has the spells from that level. Weird, I agree. Strange, i agree. But he still makes a damn good mage.
