Post Dragonslayer Sword

This sword's description seems to say that this sword will regenerate hit points if equipped.

Why won't it work?

It does but it takes several seconds to regenerate 1 hit point.

Well, I can see my characters getting points back from the ioun stone, as well as the ring of regeneration, but I've waited & waited and that sword has not done anything.

It doesn't even put the little regeneration marker up on the character portrait.

maybe....I need to have proficiency in longsword for it to work?

It regenerates 1 hit point every 10 rounds, that is a lot of time to get only 1 hit point, the ion stone regenerates 2 hit points in one minute and the ring regenerates 1 hit point in 20 seconds.
The weapon can not be working or it takes just too long to see the regeneration effects.
Since I only use it to Kill dragons I really cannot say, it should work as long you have it equip.
Anyway its a long time to get only 1 hit point, it pretty useless in battle.

Like Drakron said, make sure you have it equipped. It's no use keeping it in your quick weapon slot, you actually have to be holding it in one of your hands.

And it does take a little while, but it does work.
