Its best if you know your LOVETALK value, which lets you know how far along in the romance you are. Select Jaheira in shadowkeeper and click on "Affects"; I think it should be under there if its not under the Global Variables tab. Also, you can check it in the game, I think the command is:

Do you remember if you ever had the bandit encounter, where Jaheira is briefly taken hostage? Its one of the events that occur before you meet the Harpers, and the bandit event not triggering has stalled the romance before for me.
Do you have the official Throne of Bhaal patch installed? It has the fixed version of the romance, as before the Jaheira romance was pretty broken.
Since you're in Chapter Six, and probably want to finish the romance before killing Bodhi, once the problem is solved you can trigger the next romance dialogue by setting the timer to zero:
