can someone please tell me what alignment you must be to use blackrazor(the sword you get in hell)

It can be used by characters with all alignments, but in order to get it you'll must commit an act that shifts your alignment to evil.

GREED: Send someone with Boots of Speed and a Mind Flayer Control Circlet to go talk to the Enslaved Genie. As soon as you get him in visual range, use the Circlet on him. He will initiate conversation, and you should cheerfully hand over Blackrazor. Just as he is beginning to Dimension Door away, the Circlet will kick in, and you can now control him and disrupt his Dimension Door. Now kill him, and he'll drop Blackrazor. Net Result: Good Bhaal Tear, no Alignment Change, Blackrazor, 31K EXP.

As i remember you don't even need a circlet.You can pickpocket it with a thief in boots of speed.

That was nerfed by baldurdash...well you can still pickpocket it, but your alignment will change. Hence User's new exploit. Which, by the way, is very clever User. Where do you pick these things up? Is there some kind of exploits discussion forum? A cheese board infact? (Arf )

How did you get the idea to use the mind control circlet? I thought it only worked on Illithids?

It works on almost everything/everyone, even Irenicus, Bodhi etc.
You can do some really funny things with those
