anyway to remove the animationeffects from cloak of reflection?

Welcome to the forums! This is why we recommend always checking out the sticky threads at the top of any forum. Because there's one about mods, with several good places to start. Lots of useful stuff, there.

Failing that, use the search engine. With such a specific quest, you're bound to find direct hits if it's been asked, before...and it has.

That said, what you probably want is this. It's the Gibberling Three's BG2 Tweak Pack. Check it out. Note that when you install it, you can accept/reject any of dozens of tweaks to the game. Very good product.
