Question Anomen Judgement Question

Ok, I'm Playing with Anomen and he is at level 20. He has already been knighted back in Chapter 2 (i'm currently in chapter 6). So in walking around Athkatla and the same guy as in Chapter 2 approaches my party and says that it is time for Anomen to be judged. I'm assuming that this is a bug, anybody else experienced this? Is there something that I'm missing??

Yeah, I went back and talked to everyone and it has to be a bug. Nobody gives me any response regarding the judgement.

It's a bug - I've had this happen in one or two games.
