Importing character

If I finnish BG1 with a fighter can I change him to fighter/mage when I import him to BG2 without using SK? Thz

No, that's not possible. The only thing you can do while importing your character to BG2 is choosing a kit that goes with that class. In your case, you could make your Fighter a Berserker, Wizard Slayer or Kensai.

Maybe could he dual to a mage, if he has the correct ability scores and is human?

He won't be able to dual during the import but he will be able to dual once the game starts.
