Import/Export Problems

So I have been playing baldur's gate for along time. I have had this problem and have not been able to figure it out, although I think it possibly has something to do with patching issues? I want to fix the problem, but without cheating/hacking or tampering with game files.
I import a character from Baldur's Gate I. An example is a level 6 fighter. Nice stats, want to use him in the second game. After I copy "final save" from Baldur's Gate I, I paste to Baldur's Gate II and import into the second one. After I start game I have only 45 hitpoints, and am level 7. WTF. I had 72 in the original, at level 6, and now I am a level higher in the second game, minus 27 some hitpoints...
I want to fix it so that I retain my hitpoints and stats and whatnot from the first game, how do I do that????

BGII limits how powerful your character is at the beginning. I have the no cap mod on my BGI game. When I import my 9th or 10th level character, it always drops me back to 7 as well.

I haven't found a fix for it without using Shadowkeeper. I bump up everything the way I earned* it in the first game and move on.

* - earned as in used a mod to earn more than the original game allows, which may or may not meet the traditional meaning of the word "earned".

Leave it as as because you also get the benefit of choosing your kit and having a plus one bonus to each stat.

I recently solved the problem with the lost hitpoints:
Just raise the difficulty to the hardest level (don't know if it works with one of the lower ones as well). In this way I was able to import my level 8 fighter (120hp) without using Shadowkeeper.
