Cloack of Displacement

Well I got this from the item database here on gamebanshee it says it's buyable from a merchant in Beregost. My question where is this merchant? I seriously can't find him.

I've played through the first 4 chapters just in the last week, and haven't found such a cloak in the Beregost shop. Perhaps it shows up in one of the later chapters.

I believe the Cloak of Displacement is in Ulgoths Beard.

Bear in mind, its displacement value only affects incoming missiles. It has no effect on melee attacks--which makes good sense, in my opinion.
