Chapter 7 Not Starting

I have exited the catacombs under candlekeep, but I don't get Chapter 7 to automatically start. I am stuck in Chapter 6. I travel to Baldur's Gate (again), but no new encounters have spawned. Any help? Any editors that will let me alter the savegame?
