I've cleared the mines, I've hit the bandit camp, and Scar has given me a task but I cant get in. I know I must be missing something simple but I'm going crazy. Please HELP.

If you have cleared the bandit camp - go back and speak to Officer Vai
If you have done this - and you are now able to cross the bridge, you need to explore the left of the map - by the wall at the other side of the bridge...there is an archway in the wall that is hidden by the fog.....

Scar doesn't show up unless you've already cleared Cloakwood. The entrance to Baldur's Gate proper is not very obvious - like Yshania says, go all the way across the bridge and move under the archway toward the upper left of the map.
