I am at the spot where I killed the 'mad cleric' Bassilius (the undead 'raiser', who is south of High hedge and in the circle of stones.) It says in my journal that there is a reward in Beregost, but where and who do I talk to to recieve it?

Go to the Temple, east of Beregost.

You can find the mayor in the Temple of Lathander in the area east of Beregost. He's the guy who says, "Don't touch me! I'm super-important," or something like that.

Isnt the warhammer (one of the best weapons in the game) not reward enough?

That hammer is kewl but it's not the best weapon. Plus that quest is meant to be a newbie booster.
