Tosser character problem

I was wondering to begin my new game with a tosser, so i looked for the stats/trait i need in order to get a good tosser, but i read that throwing is based on strenght, but while i was creating the char, i noticed it's based on dexterity. Now, i'm a bit confused: i want a tosser that's able to throw knives(expecially the throwing-master's weapon) and that's able to throw bombs (then i need at least 9 in intelligence; i can save 10 points using the intellect potion to reach 19 and unlock the other schematics, although i won't be able to use them without manuals or after the potion's effect has gone), but i don't know what stats i have to maximise, and what background would be the best; i saw the knives tosser one, and it adds 2 ranks of throwing, but i read that the backgrounds that add ranks to skills are useless because you'll have to spend 5 points the same. Then, what do you suggest?

The ranks that are added by backgrounds are not "useless", they are partial. When you add a CP to a skill, you are adding 4 ranks, so those 2 ranks from knifethrower are like an extra half-CP.

What do you mean then? According to the fact that the max is 5, starting with 0,5 will be useful only in the early game, but in the end it's useless because the max is 5 always and you won't reach 5,5, so you have to spend 5 points the same... or maybe it is?

By the way, what i really need to get a good tosser? only strenght+dexterity & throwing, or what else?

Max skill level is 20. Each of those skill-level lines is 4.
Having an extra 2 points is useful all through the game because you retain that extra two points when you are adding CP.
For instance, you would have 10, rather than 8, with a 9 Dex. A normal character would have to have a 12 Dex to raise his skill from 8 to 12.

Don't they max out at 20?

I'd go DX all the way, since it is required for Throwing anyway, determines your speed, and Dodge is dependant on it as well.
Since you're going Tech, it might be worth to spend two CP on Electrics, for the Ring. Wear of those for +4 DX.

I am not sure if they max at 20 or not. The way I read it, the background modifiers do not allow an attribute to go over 20, so I assume the skills cannot go over 20 either. My point was that you have the extra points the whole time you are building your character up, so they are helping you until you get up to the maximum.

But for almost all backgrounds, you pay an atrocious amount of stat points to get minimal skill gains. If you're going to master said skills anyway, that's not worth it.

Ya. You have a point there....
The one I have been using lately is a Female with Debutante.
That gives you +3 on both Beauty and Charisma at the cost of -1 strength and -1 dex. The 1/2 point penalty to combat skills is hardly a penalty at all compared to the bonus.

Care has to be taken some of the perks that give "a slight penalty" to skills, carries all the way through. For example many times I've been screwed because I wasn't able to max dodge/melee because of the penalty and thus lost out on certain quests and masteries.

Strangely I find many of the traits quite useful, some are very enjoyable to play as well because it offers a strong kick in the right direction. Experimentation is often the key though, there are many that I've played through with and realised too late their shortcomings.

Hmm.... I dont think any of the backgrounds penalizes by more than 2-points. It only requires 18/20 to become a master.
I have used Debutante or Apprentice-to-Charlatine, which both penalize 2-points (1/2 character point), and still become a master in Melee and Dodge.
