thieves underground in tarant

ok so i go to Mynor and fetch the golden idol for him, but i can't find any of the thieves that ought to give me quests to steal stuff throughout tarant. i tried just stealing the stuff, because i already had a grip on the looking glass, but the fence wouldn't care less about it... mynor mentions that Cedric appleby wants something stolen from the Gilbert bates mansion, but that wouldn't have anything to do with it ?
i tried finding s/o but the only suspicious people in town is that beggar just outside the fence and a halfling woman by the station isn't qualified to b a thief by her plain dress outfit nor dialogue options... i'm so lost

The guy in a grey suit who gives the quests walks around the blocks with the factory (the one with a halfling who gets you to clear out the vermin) and the warehouse with the siamese twins skulls, and the thieves guild HQ. At night he stands outside the flophouse. I have know him get killed by the Orcs that hang around the area at night. If that happens then it's 'game over' as far as far as thieves quests in Tarant. Wait until dark, and if he's not outside the flophouse, he's probably dead.

I found the guy making his rounds and advanced time till evening. Then followed him until he stopped moving and then talked to him. he gave me some gossip and i was like - wtf?! then i left him alone and was thinking what to do next and stuff when he and the beggar started moving again and when he was closer to the building i talked to him. he said i had too much to work on so i figured i'd finally get this looking glass Mr Black *finally* accepted it. yay
