HELP! problem with mayor of black root!

I am running Arcanum with the latest patch, but I seem to be running into some kind of bug or problem. I just completed the Mayor of Black Root quest by getting the ceremonial dagger from the thieves, but when I return to speak with the mayor, he doesn't talk to me. He says "hello" and the only option I have is "goodbye." I can't engage in dialogue!

Has anyone seen this? Is there a work-around?

I'm not sure if I can be of help, but what have you already done with mayor, when you got the dagger? Did you get taxes for Dernholm? And if you did, how exactly did you do it? If you convince him to give the taxes to you before you end the dagger quest, I believe that you wouldn't be able to complete it. I may be wrong though, since I've played pretty long ago.

When you return with the dagger, do not give it to the mayor right away. Instead, insult his guards. This will lead to a dialog where he agrees to rejoin the alliance and pay the taxes.
