Arcanum, unlike other games (Morrowind, Baldurs Gate etc.) is not easily modified. Some things can be modified, inventories, schematics, levelling for example, but game mechanics are almost impossible to mod, unless you can hack the executable file, which is no easy task. Again, unlike other games, you'd have to be a more than competent programmer to be able to even contemplate it.
