Creating magick?

Sometimes there appears a Magick symbol on the left of the quickslots. When you press it, a interface pops up with three zeros and another blue swirl. What is this thingy? (And I don't have a manual to check.)

Some staffs and swords or weapons in general can perform magic. The slots are not filled because you are too tech or not strong enough for the weapon. Look at your character in invnetory view and if the weapon in your hand is red and displays a strength requirement then that what you need.

As Tom was saying, it's a weapons/armors magic.

Items like a Shaman's Staff have a degree of magickal energy that will be used up for your blue bar when casting. The numbers will appear when you are strong enough to use the item, or you have already used it's magickal power allotment and need to give it time to charge.

I'm not talking about items with a mana reserve, like Mage's Staff. I have 100% Magickal Apt. and 20 Str. I'm talking about something else, an icon you can click. Hexed Dagger is one of those items with this strange ability.
