not sure what your problem is and i haven't played legends in over a year. try to bear with me. make sure that they are targeted, before using the power.
i'm not sure but i vaguely remember that if i targeted something and wasn't playing right character, but had them on my team- that character would do the power. ie my team is cyclops, colossus, storm, and wolverine. playing wolverine, i target the fire and storm would put it out. i may be hallucinating though
are you close enough?
are you using the correct power?
have you reloaded from a save and tried again?
have you turned off the system and reloaded?
what platform are you using?
