Do you try searching the Sony RTA site before posting?

The only thing I can find is that is it possibly a glitch, and you may need to unequip your weapons to finish the quest. It could be the dual wieding bug, or one of many others.

Unfortunately since the Sony site is down for updates, I can't get in either.

Verify you actually have the Shard. If you have more than 64 items in your jewlery section of your pack, you may not have picked up the shard.

There has been reports of him not responding, and there is no fix or work-around listed that I can find.

The problem is :
gol nazyn doesn't receive the shard

I don't think he takes the shard, just talks to you after you get it.

You are collecting the shards afterall.
