Nope, no one. It's a public secret a former lead Fallout dev applied to Bethesda and...well...no reply.
These are all sequels that either did not change as much in gameplay mechanics as Fallout 3 is doing compared to Fallout 2, as well as examples that often involved the original creators.
But to be fair to the guy, there just aren't that many situations that are more directly comparable to Fallout 3. The situation just is fairly unique. That doesn't mean comparisons shouldn't be drawn, it just means they should be drawn fairly.
