| Yes it doesn't add any bonus to your attack roll, but it does add a bonus to the second roll which is the roll to see if the critical is 'confirmed'.
To get a critical:
1) Hit (no bonus from power critical)
2) In threat range (no bonus from power critical but yes a bonus for improved crit)
3) Roll a successful confirmation roll (power crit DOES help that one)
