have you tried yielding the guards? guards allways accept yields, and if youve got a fine, pay it
also another nice tip:
you can wear the cowl and remove you bounty with skrivva(it doesnt work with armand for some reason) and the guards treat you as friendly, however you cant talk to them if you wear the cowl or they will be hostile again(you can yield them again though). however, keep that cowl on if you have 0 bounty, because if you take it back off and put it on your bounty will be 500 again and guards will chase you againif those mean guard guys dont accept your yield, then your out of luck
