| This might not be exactly in the spirit of the question, but the toughest enemy for me was Melus Petilius. There's a quest where you must let him kill you with a cursed mace to complete the mission. SPOILER: It's the daedric shrine quest for Molag Bal. First I forgot I was wearing armor that reflects damage, and he killed himself while attacking me. Reload. Take off all my armor and provoke him. This time he kept beating on me with the cursed mace and it broke before it killed me (it's cursed). Reload. Remove armor, find some wandering monsters to knock my health down, provoke him, he attacks me, and from out of nowhere a troll that must have followed me halfway from the shrine to Brindle Home runs up and kills him. Reload. Remove armor, let wandering monsters take my health down, make sure they're all dead and no more are following me, then provoke him. Ahhh, finally he kills me and I get my reward!
