I think he means that in NWN, even if somehow an enemy gets better initiative, if he's not close enough you might get an attack whether or not you have a higher initiative.
But that fact is actually due to the movement speed requiring 30 ft of movement per round, not the initiative.
And in NWN sometimes it seems like Initiative is handled oddly. Things are happening in real time, that might be why. |
