| Scrolls and rings are used as if they were spells, scroll right to the bottom of the spell list to find them, select the one you want to use, then treat as a normal spell, by pressing the relevant key/button, and then left clicking (on the target if appropriate) or using the trigger button.
So, on a pC:
Right click to bring up the inventory, Character, Map and Magic windows.
Scroll the Magic Window right to the bottom, there you should find the Dwemer Boots of Flying and any other 'on use' magic items and scrolls.
Select the boots (or other item or scroll you wish to use) by clicking on it with the left mouse button.
Right Click to exit the menu window.
Left click to fire the spell. The spell icon should be displayed in the little 'magic/spell' window beside the weapon window/icon, i.e. next door but one to your health and mana bars.
