You could try to solve matters by using the console. Hit the ~ key, then type:
pcjoinfaction thievesguild
Hit return. That should work: let me know if it doesn't. If it doesn't, try quotes around thievesguild, or even separating it into two words. |

I must have killed one of the thieves as part of another quest. I didn't realize (spoiler)
there were multiple NPC that can give you quests to get to the next level in that guild. Next time through I'll be more selective in what quests I accept.
