| The game was designed to have on extra planet worth of XP. It was never implemented, and the crystal's level requirements were never adjusted. It is impossible to reach those level requirements. I asked Team Gizka about this some time ago, but it isn't being restored because it would take too much time to rebalance the entire game for just one object.
As for the mastery bonus, are you sure you have it? Do you see the little mastery sign next to your character as well? If that is the case, I have to ask you if you made any previous attempts at realigning your crystal. Mastery is a separate bonus next to the level requirement. Perhaps you already gained Mastery, but you can still gain some more levels.
