| That was the first place I went.. and all I found was 1 person in the forum that said you can buy the recipe from "most any alchemy merchant". I've checked with almost all of them so far.. no luck
EDIT: Found him - Peratur in Geldern sells the fire arrow recipe. Still searching for the exploding arrow recipe.
