| This is actually unlikely, but its possible that that dialogue option may check for charisma as well as persuasion, persuasion being composed of both scholarship and charisma. If you have the same rank of persuasion, but you have higher charisma on the Toreador or Tremere character as opposed to your Gangrel, this might be why.
But considering that the original response is different, its probably a clan based response (not a bug). Also note that not all conversations differ based on clan, so the fact that "persuasion seems to work fine with other NPCs" is not necessarily an accurate gauge.
