| Like Kmonster said, read the manual, it explains about ability scores. (= Job Points.)
The scores are determined randomly, by rolling three sixsided dice. This gives a score between 3 & 18. You can substract & add points from one score to another via the "+" en "-" buttons. You can keep rerolling these points, to get more of them.
It's on page 8 of the manual.
I would advice against pre-made characters, they tend to be horrible.
