| Probably you can still do the quest, the investigation on the pier isn't really connected in any way to the rest of the quest, you don't get xp for it and the future leads you get on the serial killer are unrelated to the pier investigation as far as I can tell. Spoiler: just get the quest about finding Muddy from Kilpatrick and see where that lands you. |
