| Your game is more or less screwed, sorry.
Most of the towns are turns rather aggressive if you kill some of it's citizens, or at least the specific section of the town. This doesn't include most if all killings requested by quests, though some small sections may still turn hostile.
So, basically it ain't good idea to just start shooting innocent people unless you have very good reason (quest) or you are actually ready to take the results...
