| The entrance to the Daedric shrine where she's being held is not under water. If you can clear the fog of war from the map, the entrance will show up on it. Try levitating to clear the fog.
Clarification, it's on the south side of the shrine. The shrine, Ashalmawia, is directly East od Ald Velothi, within a long bow shot almost, of the tower.
