Constitution Hp bug

I would like to confirm this bug:

If you are wearing a + constitution item that causes you to gain an additional bonus; when you level the amount gained from the bonus will be subtracted instead of added to your total. Example Your normal Con score is 16, (+3 Mod)you are wearing boots that give you a plus 2 to your Con (+4 Mod) for a net increase of +1 to your normal mod. When you level you will earn one less HP.

If for example we are talking about a fighter (1d10) you should be getting 1d10 + 4 for a max of 14 HP and a min of 5 HP when you level up, but instead you are getting 1d10 + 4 with a -1 added after the initial calculation. For a max of 13 HP and min of 3 HP.

Furthermore this bug works in both directions. If you have a - Con item that would give a penalty this process works in reverse. Using the above example of a fighter with a -1 Mod penalty you would actually have a max of 15 and a min of 5 HP.

I tested this very thoroughly. Using a Onglore’s Amulet (+2 Con +2 Str) and the Necklace of the Dead (+ 3 AC, -1 Con)
